PALANGKA RAYA, folitimes.id – The Palangka Raya City Government is facing mounting financial pressure in its efforts to combat forest and land fires. Operational expenses continue to rise as the threat of wildfires persists into October 2026.

The situation has exposed differing assessments of the city’s financial capacity. The Regional Secretary has warned of increasingly limited funds, while the Mayor maintains that sufficient resources remain available to support firefighting operations.

Amid these concerns, the city administration has extended its wildfire emergency response status until November. The decision raises questions about funding security for hundreds of personnel who remain deployed in the field.

Regional Secretary Warns of Mounting Wildfire Response Costs

Palangka Raya Regional Secretary Arbert Tombak previously warned that the city’s financial burden was steadily increasing. The administration must cover daily operational expenses for approximately 360 personnel involved in wildfire response efforts.

These expenses include logistical support, food supplies, and other essential resources needed during firefighting operations. The prolonged dry season has further increased financial demands.

“Our regional budget is already under severe strain because the unexpected expenditure funds have also been completely depleted,” said Arbert Tombak, Regional Secretary of Palangka Raya, in Palangka Raya on Wednesday, September 23, 2026.

Arbert explained that the administration needed to increase its Unexpected Expenditure allocation, known locally as Belanja Tidak Terduga (BTT), through a regional budget amendment.

He also expressed concern about the city’s financial capacity if wildfires continued throughout October.

His remarks highlighted growing pressure on operational funding. However, they did not establish that every allocation for wildfire response had been exhausted.

Hundreds of Firefighters Place Additional Pressure on Regional Budget

Deploying hundreds of personnel has become a major financial commitment in Palangka Raya’s wildfire response.

Every day, emergency teams require logistical supplies, transportation, equipment, and other operational resources.

The city administration must also maintain personnel readiness as new hotspots emerge. Consequently, spending requirements remain substantial throughout the emergency response period.

Arbert previously requested additional support from the central government, particularly the deployment of more personnel.

The proposed assistance aims to reduce the financial burden currently borne by the city’s Regional Revenue and Expenditure Budget, or APBD.

The longer-term challenge involves maintaining firefighting operations without exhausting available financial resources.

As wildfires continue, the administration must secure sufficient funding to sustain emergency operations.

Mayor Rejects Claims That Wildfire Response Funds Have Run Out

Palangka Raya Mayor Fairid Naparin offered a different explanation of the city’s financial situation.

He emphasized that the administration still had funding available to continue wildfire response operations.

According to Fairid, the earlier concerns involved administrative procedures governing the use of unexpected expenditure funds.

The administration needed to complete the regional budget amendment process before reallocating certain funds.

“To avoid any misunderstanding, at that time, the revised regional budget was still undergoing submission and deliberation at the Regional House of Representatives,” said Fairid Naparin, Mayor of Palangka Raya, in Palangka Raya on Saturday, October 3, 2026.

Fairid explained that the BTT allocation had already been incorporated into the budget structure.

However, accessing the funds remained subject to regional financial administration procedures.

His explanation highlighted two separate issues: the availability of allocated funds and the timing of their disbursement.

Both factors directly influence the government’s ability to finance ongoing firefighting operations.

Rp4.8 Billion Wildfire Budget Requires Spending Transparency

Fairid cited approximately Rp4.8 billion in funding for wildfire response under the 2026 regional budget amendment.

The figure represents an important component of the city’s financial support for emergency operations.

However, budget allocations do not necessarily reflect actual expenditures.

The administration must clarify how much funding has been disbursed, which operational obligations remain unpaid, and how much money is still available.

Such information is essential for assessing whether the city can sustain wildfire operations through November.

Personnel deployment, firefighting equipment, transportation, and logistical support continue to require substantial resources.

Transparent expenditure reporting could also help reconcile the differing statements issued by the Regional Secretary and the Mayor.

Wildfire Emergency Response Extended Until November 2026

The Palangka Raya City Government has extended its forest and land fire emergency response status once again.

An announcement on Friday, October 9, 2026, stated that the extension would remain effective until November 9, 2026.

The decision came as the administration continued to confront wildfire threats and widespread smoke.

Emergency response agencies must maintain personnel readiness and operational coordination throughout the extended period.

Fairid explained that the administration was working alongside security forces, technical agencies, and volunteer groups.

Cooperation among these organizations remains essential for sustaining firefighting operations.

“The decision was made after considering the need to maintain the readiness of all elements involved in wildfire response operations,” Fairid said on Friday, October 9, 2026.

Extending the emergency period also creates additional financial obligations.

The administration must ensure that budget support matches the increasing duration and operational requirements of its wildfire response.

Firefighting Operations Prioritize Areas Near Residential Communities

The city administration has prioritized firefighting operations in areas where wildfires threaten residential neighborhoods.
