IEU-CEPA Nears Final Stage, Indonesian Industry Prepares

The agreement offers trade and investment opportunities, while implementation still depends on ratification.

JAKARTA, folitimes.id – Nearly a decade of negotiations between Indonesia and the European Union is moving towards its final stage. However, the conclusion of IEU-CEPA negotiations does not mean businesses can immediately use every trade facility.

The government says the agreement text is already with the Council of the European Union. After signing, the document must still go to the European Parliament for ratification.

Indonesia's government aims to begin implementing IEU-CEPA in early 2027 if the institutional processes proceed as projected.

Nearly a Decade of Negotiations Approaches the Finish Line

The Coordinating Ministry for Economic Affairs says negotiations have lasted nearly a decade. The agreement covers more than tariffs on goods.

Market access, investment, and trade and economic cooperation are among the benefits the government seeks.

The Text Is Already with the Council of the European Union

Ministry spokesperson Haryo Limanseto said the IEU-CEPA text was already with the Council of the European Union, based on information from Indonesia's ambassador to the EU.

After signing, the document will be submitted to the European Parliament for ratification. Signing and implementation are therefore two separate stages.

Ratification Could Determine the Implementation Schedule

The ministry uses the EU–Mexico agreement as a precedent to estimate that the fastest ratification process could take around 90 days.

The 90-day figure does not guarantee the duration of IEU-CEPA ratification. The early-2027 implementation target remains dependent on completing the next institutional processes.

Fifteen Energy Companies Signal European Interest

Haryo said the Indonesia–EU High-Level Dialogue took place a day after Coordinating Minister for Economic Affairs Airlangga Hartarto received Germany's Minister for Economic Cooperation together with 15 energy companies.

"The strong interest from European businesses shows the considerable opportunity to strengthen Indonesia–EU economic and investment relations through IEU-CEPA," Haryo explained.

The companies' presence indicates interest, but it cannot yet be equated with investment already realised.

Market Access Does Not Automatically Guarantee an Export Surge

Trade agreements can reduce certain barriers and open market access. However, Indonesian products must still meet the standards that apply in the European market.

Quality, traceability, technical compliance and production capacity will still determine whether trade facilities can be turned into actual transactions.

Indonesia's Market Will Also Face Competition

The agreement works in both directions. As Indonesian exporters gain better access to the EU, European businesses also gain wider opportunities in Indonesia.

The government needs to map industries that could benefit as well as those that need an adjustment period.

The Government Seeks Broader Benefits

Haryo said the government sees IEU-CEPA as an instrument to expand market access, increase investment and strengthen competitiveness.

"The Indonesian government stresses that completing IEU-CEPA is an important achievement that must be followed by close cooperation during implementation," Haryo said.

The implementation stage will determine whether the benefits reach a wider range of businesses or remain concentrated among companies that are already prepared.
